Outreach to Spanish-speaking Populations

Margarita Jaramillo

BA in Social Work, Rhode Island College, 2003 Margarita Jaramillo has worked with the Rhode Island Department of Health (RIDOH) for the last 23 years. She is the Programming Services Officer and manages the Health Information Line, Complaint Intake, and translations. She is the liaison between the Governor’s office and RIDOH and serves as the Public Information Officer for the Latino Community.

Margarita graduated from Rhode Island College in 2003 with a bachelor’s degree in Social Work. She is a native Spanish speaker and can communicate in Portuguese. She has vast experience working with different communities and people from different backgrounds.


Luz Filpo

Job title or function

Luz Filpo was born in the Dominican Republic, Santiago. She immigrated to the United state of America, NYC in 1978 with three siblings. Luz has three children. all born in NYC. Luz is a Latina, independent proud mom.

From 2005 – 2022 Luz worked two jobs. Citizens Bank from 2005 to 2011 as a teller and 2005 – 2022 YWCA Rhode Island Director of Operation, and Outreach.

Luz worked in program that provides housing for homeless and disabled women. Luz’s primary responsibility was to provide life skills, resources for housing, social security income, budgeting, behavioral health, and support immigration issues. Luz also presented and coordinated events at different communities in Central Falls, Pawtucket, and Providence, including a presentation at Pawtucket Family YMCA about colorectal health by Dr. Calvino, and the Department of Health. This event provided information to 100 participants. She also coordinated presentations for Cancer Awareness month. “YWCA Pink Tea”, presentations about breast health, and survivors’ testimony.

Luz has been in her current role as Director of Outreach at Meals on Wheels of RI since June 2022. She is responsible for conducting outreach to potential clients, complete referrals and monitor status. She also helps to identify strategies to increase visibility in black, indigenous, people of color (BIPOC) communities, conduct presentations to stakeholders such as senior centers, housing. Luz has been an integral part of building relationships within the community and creating visibility and awareness, especially within the Latinx community.

Luz signed a contract with YWCA Rhode Island from March 27, 2023, to June 29, 2023, to provide services of outreach in the community about breast health and cervical health in collaboration with Women Cancer Screen Program and the Department of Health.

Luz’s aspirations are to continue working with disadvantaged communities, connecting them to the best services available.


Wilson Villamar

Job title or function

Wilson Villamar, MDiv. BCC, born is Ecuador, is a Board Certified Chaplain with the National Association of Catholic Chaplains. He studied theology at the Weston Jesuit School of Theology in Cambridge, MA. He has worked as chaplain at Women and Infants hospital, Hospice and Palliative Care and is the currently the chaplain at Roger Williams Medical Center in Providence , Ri. He is the cochair of the Grupo Esperanza, the only Spanish speaking support group for cancer survivors and their families in Rhode Island. He also volunteers with the Partnership to Reduce Cancer in Rhode Island.

When not working with the community you can find Wilson in his backyard gardening and playing with his dogs, cats and chickens.
